There are routes for between 6 to 19 different people, except for 18. They are shown below:
If Player 1 moves to 2,
then Player 2 moves to 3.
Player 1 can always win in the game ending at 16 and all games where the end number is not a multiple of 3. He must always move to a multiple of 3 + 1 (4, 7, 10, 13 and 16).
